Abstract: A method of and a device for decoding a coded picture coded according to a video codec technology or standard that uses a syntax structure including a Picture Header and at least one Picture Parameter Set (PPS) are provided. The method includes decoding, by a decoder, the Picture Header, the Picture Header including transient information pertaining to a plurality of Coding Units of the coded picture, and the transient information of the Picture Header including at least one reference to the at least one PPS, and further including at least one first syntax element pertaining to an aspect of the video codec technology or standard for decoding. The method further includes activating, by the decoder, a PPS of the at least one PPS that is decoded, the PPS including a second syntax element pertaining to the aspect of the video codec technology or standard for decoding.

Abstract: Methods and devices for encoding a video stream are provided, a method includes storing previously decoded pictures of the video stream in a decoded picture buffer, including a plurality of first pictures of a same temporal sub-layer, the plurality of first pictures including at least one sub-layer reference picture for predicting a current picture of the video stream; identifying a network abstract layer (NAL) unit type of a picture of the plurality of first pictures; removing, based on the NAL unit type of the picture identified, the picture from the decoded picture buffer; and encoding the current picture using the decoded picture buffer. The encoding includes: predicting the current picture using one or more of the at least one sub-layer reference picture that is stored within the decoded picture buffer, after removing the picture from the decoded picture buffer.

Abstract: Aspects of the disclosure provide a method, an apparatus, and non-transitory computer-readable storage medium for video decoding. The apparatus includes processing circuitry configured to decode at least one of a first flag or a second flag in a syntax structure for a first picture in a coded video sequence (CVS). The first flag can indicate whether first subpicture partitioning information of the first picture is signaled in the syntax structure. The second flag can indicate whether first subpicture scaling window information for a first subpicture included in the first picture is signaled in the syntax structure. The processing circuitry reconstructs the first subpicture based on the at least one of the first flag indicating that the first subpicture partitioning information of the first picture is signaled in the syntax structure or the second flag indicating that the first subpicture scaling window information for the first subpicture is signaled in the syntax structure.

Abstract: Aspects of the disclosure provide a method, an apparatus, and non-transitory computer-readable storage medium for video decoding. The apparatus includes processing circuitry that is configured to decode a supplemental enhancement information (SEI) message that indicates independent region output information. The independent region output information indicates an independent region that is independently decodable in a current picture. The processing circuitry determines the independent region in the current picture based on offset information and dimension information of the independent region in the independent region output information. The processing circuitry decodes the determined independent region irrespective of whether the entire current picture is decoded. The processing circuitry outputs the decoded independent region based on a position indicated by the offset information and a size indicated by the dimension information of the independent region.

Abstract: Aspects of the disclosure provide methods and apparatus for accessing a Constrained Application Protocol (CoAP) server in a media scene description system. A CoAP request can be sent, by a media access function (MAF) of processing circuitry implementing the media scene description system using an application programming interface (API), to the CoAP server to request a media resource. The MAF can be configured as a CoAP client or a Hypertext Transfer Protocol (HTTP)-CoAP proxy. A CoAP response can be received, by the MAF using the API, from the CoAP server. In an example, the CoAP response includes the requested media resource. In an embodiment, the MAF is compatible with both the CoAP request according to a CoAP communication protocol and a proxy request according to an HTTP communication protocol.
