The base station includes an MCS configuration unit configured to hold a first table including MCS indices that include 256 QAM, and a second table not including 256 QAM, and in a case of performing MUST, configure an MCS not including 256QAM for downlink data of the second terminal, and a PDSCH generating unit configured to generate, by use of MUST, downlink data of the first terminal and downlink data of the second terminal that are generated based on the MCS indices configured.
