Abstract: Techniques to support fast state transition by a user equipment (UE) are described. The UE may operate in a first state (e.g., a CELL_PCH state) in which the UE does not transmit or receive user data. The UE may receive a paging message carrying first configuration information. The UE may transition from the first state to a second state (e.g., a CELL_DCH state) in response to receiving the paging message. The UE may determine a set of communication parameters based on the first configuration information received from the paging message and second configuration information stored at the UE. The UE may then exchange user data based on the set of communication parameters. The UE may use default values for some parameters in order to reduce the amount of first configuration information to send in the paging message.

Abstract: Systems and methodologies are described that facilitate providing uplink inter-cell interference cancellation. A radio network controller can receive measurement reports in order to identify non-serving nodes that are receiving interference from user equipment. Based on evaluation of such measurement reports, an interference message can be communicated to a Node B, wherein such measurement report can include information that allows the Node B to cancel or terminate the interference caused by such identified user equipment.

Abstract: Systems and methodologies are described that facilitate network management and optimization. As described herein, a network and a device communicating with the network can exchange network management information, thereby supporting a Self Organized Network (SON) architecture for improved network management and optimization performance. A Non-Access Stratum (NAS) layer protocol and/or an Internet Protocol (IP) application, in combination with a set of associated network management messages, can be utilized to exchange network management information between a device and a network. As further described herein, various procedures can be utilized to install a SON policy to a device in order to define device behavior for operations such as collecting and reporting information related to network management. Additionally, a set of standardized events can be defined, based on which a device can detect the occurrence of an event and report the occurrence to an associated network.

Abstract: Systems and methods that enable a network to configure its neighbor relation (e.g., automatically) by commanding each user equipment (UE) to scan its respective area for neighbor base stations on a predetermined frequency or radio access technology. Moreover, the network can compile lists (e.g., whitelists that identify base stations associated with the network, and black lists that indicate base stations associated with foreign networks) and advise the UEs accordingly (e.g., regarding possibilities for availability of base stations.) The network can therefore configure its neighbor relations automatically and with a higher precision as compared to manual configurations.

Abstract: Techniques for quickly and efficiently performing handover are described. A user equipment (UE) may maintain a link with a serving cell and may communicate with this cell via the established link. The UE may have a candidate set of non-serving cells that are candidates for handover. The UE may maintain uplink synchronization with one or more non-serving cells in the candidate set, without having to maintain links with any of the non-serving cells. The UE may update uplink synchronization with the non-serving cells via an access procedure, e.g., send access probes to the non-serving cells and receive timing adjustments from these cells. One non-serving cell with which the UE has maintained uplink synchronization may be selected as a target cell for handover. The UE may then perform handover from the serving cell to the target cell, without performing uplink synchronization during the handover, which may improve handover latency and success rate.

Abstract: Described herein are mechanisms and methods that facilitate preparation of inter-radio access technology (inter-RAT) and/or inter-frequency handover with respect to a mobile device (user equipment). User equipment can indicate to a network servicing the user equipment that the user equipment desires to perform measurements with respect to a different frequency and/or different technology. Data on the downlink channel can then be scheduled to ensure that data intended for the user equipment is not lost while the user equipment is performing the measurements.

Abstract: Providing for automated wireless network signal analysis by mobile devices as a function of their geographic locations is described herein. By way of example, a wireless network can transmit a set of geographic data defining a geographic region to a mobile device. The mobile device can compare its current location to the geographic region, and begin measuring downlink signals, or recording such measurements when within the geographic region, and terminate the recording when the mobile device leaves the geographic region. Recorded measurements can be subsequently uploaded to the wireless network for analysis. In some aspects, the mobile device can refrain from uploading the measurements until within a defined reporting region. By providing mobile device network analysis triggered on device geographic location, analysis data that is well tailored to a particular problem area can be obtained, increasing quality of the analysis data and significantly reducing cost of acquiring such data.
