Abstract: A wireless communication device is described. The wireless communication device includes a memory and a processor in electronic communication with the memory. The processor is configured to determine a packet data convergence protocol (PDCP) packet count corresponding to a last radio link control (RLC) packet received in-sequence. The processor is also configured to detect a missing PDCP packet based on a comparison of the PDCP packet count and a sequence number of a last PDCP packet received in-sequence.

Abstract: Methods, systems, and devices for wireless communications are described. The method includes receiving control signaling that configures the UE with a retransmission request time duration for requesting packet retransmission relative to when a packet in a sequence of packets is determined to be unsuccessfully received, monitoring for one or more transmissions including at least a subset of packets in the sequence of packets, and transmitting, prior to expiration of the retransmission request time duration, a first retransmission request to request retransmission of at least one packet in the sequence of packets based on a first retransmission trigger being satisfied.

Abstract: Methods and equipments provide mechanisms for delivering out-of-order PDCP PDUs to the PDCP sublayer. In a user equipment configured for dual connectivity between LTE and NR, upon delivering at least one out-of-order PDCP PDU from the RLC sublayer to the PDCP sublayer, a PDCP reordering timer may be initialized. To prevent discarding of LTE PDCP PDUs while the RLC sublayer is performing a retransmission procedure, prior to expiration of the PDCP reordering timer, the out-of-order LTE PDCP PDUs mapped to decoded LTE RLC PDUs may be delivered from the RLC sublayer to the PDCP sublayer without reordering thereof. When the PDCP reordering timer expires, any LTE PDCP PDUs mapped to missing LTE RLC PDUs may be discarded.

Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may determine that a number of access stratum (AS) operations or communications have failed while attempting to communicate with a cell. Based on the AS failures, the UE may deprioritize the cell. For example, based on the deprioritization, the UE may bar certain cells from selection or reselection procedures. The UE may thus attempt to select or reselect a different cell even if the cell is ranked lower based on a selection criteria or reselection criteria. In some cases, UEs may store and share historical AS failure information that may also be used to determine when to deprioritize a cell. In some cases, a group of cells may be deprioritized (e.g., a group based on frequency, network, or tracking area).
