The compound of the formula is obtained by reacting a carbonyl compound of formula III (R is methyl; R is CH3 -, CH3 -CH2 -, etc., or R and R are combined with each other to form a 5-7C cycloalkyl group, etc.) With a hydroxy compound of the formula: HO-(AO)n -R in the presence of a palladium catalyst carried on carbon powder in a hydrogen atmosphere.

An average polymerization degree of the feed stock polymer of the water-soluble film is 500 to 3000. The feedstock polymer of the water-soluble film is a polyvinyl alcohol polymer. Further the polyvinyl alcohol polymer is an anion group modified polyvinyl alcohol with a saponification degree of 95% or more, while the modification ratio of the anion groups in the anion group modified polyvinyl alcohol is 1 to 8mol% with respect to the total monomer unit in all molecules.
