Abstract: The present invention relates to a system and method for measuring moisture content of a road ground. The system includes an electromagnetic wave transmission/reception unit (10) for transmitting and receiving an electromagnetic wave onto the ground (220); an electromagnetic wave measuring unit (20) for measuring the intensity of the electromagnetic wave reflected from the ground; a ground data analysis unit (30) for analyzing medium data of the ground according to the intensity variation of the electromagnetic wave measured by the electromagnetic wave measuring unit (20); and a moisture content calculation unit (40) for calculating the moisture content of the ground according to the intensity of the electromagnetic wave measured by the electromagnetic wave measuring unit (20) and the medium data analyzed by the ground data analysis unit (30).
