CONSTITUTION: A foaming agent mounting plate(11) has a section shape identical to the filling part of a vehicle body panel(20), and a containing unit for containing foaming agents(13). Fixing clips(12) firmly fix the foaming agent mounting plate to the vehicle body panel. The foaming agents are firmly attached to the containing unit. A space between the vehicle body panel and the foaming agent mounting plate is filled with foaming agents.
