Abstract: PROBLEM TO BE SOLVED: To perform variable bit rate coding of speech signals.SOLUTION: An input speech signal is classified and a coding mode for achieving the lowest bit rate with allowable speech reproduction quality is selected on the basis of the classification. Low average bit rates are achieved by only employing a high fidelity mode (that is, a high bit rate widely applicable to different types of speech) during a period of portions of the speech where it is required for acceptable output. The input speech signal is classified into active and inactive regions. The active region is further classified into a voiced region, an unvoiced region, and a transient region. Various coding modes are applied according to the required level of fidelity. The modes are dynamically switched among the modes as properties of speech signals vary with time. And where appropriate, regions of the speech are modeled as pseudo random noise, resulting in a significantly low bit rate.

Abstract: PROBLEM TO BE SOLVED: To attain a low bit rate in a method and apparatus for variable rate coding of a speech signal. SOLUTION: An input speech signal is classified and an appropriate coding mode is selected based on this classification. For each classification, the coding mode that achieves the lowest bit rate with an acceptable quality of speech reproduction is selected. Low average bit rates are achieved by only employing high fidelity modes during portions of the speech where this fidelity is required for acceptable output. Lower bit rate modes are used during portions of speech where these modes produce acceptable output. The input speech signal is classified into active and inactive regions. Various coding modes are applied to active speech, depending upon the required level of fidelity. Coding modes may be utilized according to the strengths and weaknesses of each particular mode. Abstract: A method and system by which parameter data representative of vocoded speech are organized into a data packet for transmission so as to reduce the impact of transmission channel induced errors on the data packet. A data packet is constructed with certain most perceptually significant bits of parameter data at the beginning of the data packet. Following in the data packet are lesser perceptually significant bits of the same parameter data. Other parameter data then follows in the data packet. Interleaved in the data packet following the most perceptually significant bits at the beginning of the data packet are most perceptually significant bits of other parameter data. A parity check code is computed from the most perceptually significant bits in the data packet and also interleaved in the data packet following the most perceptually significant bits at the beginning of the data packet.

Abstract: Methods and apparatus for handing over a mobile station in the system from a CDMA base station to a GSM/TDMA base station are disclosed. A hybrid GSM/CDMA telecommunications system 20 includes base stations 32 operating according to a CDMA interface, and base stations 30 operating according to a GSM/TDMA interface. A communications link is established over the CDMA interface with a mobile station 40. Data is received at the CDMA station from the mobile station 40, in response to a signal received by the mobile station over the GSM/TDMA interface, without breaking the communications link with the CDMA station. The data includes a measurement of the signal strength. The mobile station is handed over from the CDMA to the GSM/TDMA base station in response to the data received, while a weighting factor is applied to the measurement of the signal strength. In particular, a method of conducting intersystem handover from a multicarrier system to a direct spread system is provided. Timing synchronization is also made available through the mobile station.
