    Abstract: PROBLEM TO BE SOLVED: To reduce a dispersion among the strength levels of a plurality of base stations and to improve communication quality by means of rapidly controlling the strength by programming a transmission threshold strength level in each base station in a soft hand-off state. SOLUTION: The respective base stations 312, 314 and 316 program the threshold strength level, utilize the program by a prescribed method and adjust the transmission strength level. When a mobile terminal 126 requests the increase of a transmission level to the base stations 312 and 316 to secure communication quality and requests its reduction to the base station 314 to suppress fading or interference, each base station increases or reduces the level in accordance with each request and reports it to the processor 328 of a mobile exchange center 320. The processor 328 makes a decision to keep a min. threshold strength level value same from the data, reports it to the respective vase stations 312, 314 and 316 and sets the level to the decided threshold strength level. Then a succeeding strength control bit is waited.

    Abstract: PROBLEM TO BE SOLVED: To realize efficiency in a system and to save system resources by controlling power in a down-link or an up-link in accordance with the quality of first and second channels between a mobile station and base station. SOLUTION: In the case of the down-link in a communication system 8, when the first and second communication channels with the base station 10 are established, the mobile station 30 measures the quality of a service parameter in each channel with a measuring instrument 34, it is compared with previously set prescribed target quality, the difference is adopted as increment updating data to decide control data for controlling down-link transmission power and it is transmitted to the base station 10. The down-link power controller 14 adjusts transmission power by referring to increment offset data based on control data from the mobile station 30. In the case of the up-link. The up-link controller 36 of the mobile station 30 adjusts the transmission power of its own station by control data based on increment updating data from the base station 10 in the same way and executes the same processing as necessary or regularly afterward.

    Abstract: PROBLEM TO BE SOLVED: To avoid unnecessary tuning and searching with a new frequency by controlling the hand-off from the frequency of a call under processing to the new frequency by means of a trigger metric that is obtained as a function of total sum of the mean transmission signal/noise ratio measurements. SOLUTION: A processor 36 controls the communication function of a mobile station 12 in cooperation with a memory 38. Then the electric power and the signal/noise ratio are measured to the receiving signal, and a message is generated, inserted into a transmitting signal and transmitted to one or plural base stations. Then the hand-off is controlled to the new frequency from the present frequency of a call under processing using a trigger metric generated as a function of the total sum of average transmission signal to noise ratio measurements to at least a subset of the average transmission signal to noise ratio measurements to a pilot signal and a plurality of pilot signals.

    Abstract: In a wireless communications system, a base station transmits power control signals (e.g., the power control bits of a power control sub-channel) to a mobile using a forward-link channel that is decoupled from all other signals transmitted from that base station to that mobile. For example, the decoupled forward-link channel may be a common power control channel. The mobile then uses the power control signals received in the decoupled forward-link channel to control its power level for transmitting one or more reverse-link channels to the base station. The ability of base stations to use decoupled forward-link channels in order to transmit their power control signals to a mobile enables a mobile to operate with different active sets for the forward and reverse links. This enables forward-link data traffic to be implemented using a simplex mode, even when the mobile is operating in soft handoff in the reverse link. This in turn greatly reduces the reactivation time involved in transitioning a mobile from the suspended state to the active state, which is particularly desirable for bursty (i.e., intermittent) packet data flow, as opposed to continuous circuit-oriented voice messaging.

    Abstract: Disclosed is a method for significantly reducing the amount of collisions of access messages on reverse link Random Access Channels (RACH) by multiple mobile-stations attempting to gain system access concurrently, thereby greatly improving access performance in wireless communications system using existing multiple access schemes. The improvement is achieved by transmitting a probe message instead of an access message over the RACH, wherein the probe message is shorter in length than the access message. Transmission of the probe messages utilizes less of the RACH than the longer access messages, thereby reducing the chance of collisions with other probe messages. The access message is subsequently sent on a traffic channel or a control channel designated by a base station receiving the probe message. Alternately, a data burst is transmitted over the designated traffic channel or control channel.

    Abstract: A method and system that minimizes pilot signal overlap and radio frequency ("RF") interference by estimating changes in pilot coverage for different traffic channel loading and power conditions. Once base stations are positioned, a terminal for measuring received pilot signal strengths, such as a mobile station or pilot scanner, is used to collect and generate the baseline pilot survey data, which is then stored on a disk or tape. Base station transmit pilot EC/IOs, i.e., traffic channel loads on forward links, are also stored on disk or tape. The invention uses two adjustment factors associated with transmit power and traffic channel loading to optimize for different RF conditions, specifically for different base station transmit power or forward link loading conditions. For each RF condition, the methodology calculates the changes in the baseline pilot survey data. This reflects what EC/IOs a mobile station would receive under the given conditions. The systems engineer collects a set of optimized base station power settings for each of the different traffic channel load conditions. One of these optimized power settings is then selected by the systems engineer for each of the base stations.

    Abstract: A base station assembles a frame including information bits at a vocoding rate for downlink transmission over a traffic channel as channel bits at a channel rate. The base station places at least one rate-indicating bit at a beginning of the frame for indicating the vocoding rate. The mobile station evaluates the downlink transmission with consideration of the vocoding rate indicated by the at least one rate-indicating bit. The mobile station can determine the vocoding rate by decoding the beginning of the frame to permit power control in less than one frame duration from initial receipt of the frame at the mobile station.

    Abstract: Soft handoffs in an IS-95 CDMA system or other wireless communication system are controlled using an enhanced set of soft handoff parameters which allow the system to adapt more readily to changing radio frequency (RF) conditions. In an illustrative embodiment, values for particular ones of the soft handoff parameters are selected in accordance with a set of rules, including rules such as, e.g., select the minimum value of add threshold among the members of an active set of pilots for a given mobile station; select the maximum value of drop threshold among the members of the active set; select the minimum value of drop threshold timer among the members of the active set; and select the minimum value of comparison threshold among the members of the active set. A quality measure is then determined for each of the members of the active set, based on one or more of the selected soft handoff parameter values and values of one or more additional parameters, e.g., add intercept, drop intercept and slope parameters, associated with those members. Particular values of the additional parameters are then selected based on the quality measures. The selected parameter values are then utilized in a soft handoff process, e.g., in a soft handoff process in which the given mobile station is directed to handoff from a primary base station to another base station of the system.
