PROBLEM TO BE SOLVED: To remove a flow cell through the use of a general flow control field existing in a header by transmitting/receiving a signal cell, retrieving the general flow control field against a maintenance cell and removing the floating cell. SOLUTION: The general flow control processing logic 31a of a processor part 31 inspects the general flow control field of the transmitted cell, generally processes the maintenance cell when it is the normal cell and abolishes it when it is the floating cell. Remote defect recognition cells and continuity inspection cells, which are generated from respective terminals, are treated in the same way as remote relay cells. The continuity inspection cell and the remote defect recognition cell among signal/meter signal cells, an inter-subscriber communication cell, remote relay cells and the maintenance cells between the subscriber and a network by a cell relay and an add/drop function part 32. A processing for a warning recognition signal cell and a system management cell in the maintenance cells is executed by an ATM hierarchy processing part 34 and the processor part 31.

PROBLEM TO BE SOLVED: To prevent the stop of following D-channel packet exchange service by providing a packet processor in relaxed duplex structure based on a partial load charging system. SOLUTION: As for communication between 1st frame multiplexing/ demultiplexing processors (FMDC) 2200 -2203 and 1st frame multiplexing/ demultiplexing processor (FMDP) 230 and between 2nd FMDC 2500 -2503 and 2nd FMDP 240, by exchanging frame transmission/reception information through a mailbox constructed in a common memory, the half of traffic for respective D-channel packet exchanges is processed. When one link access procedure-for- balanced mode (LAPB) link is cut off, D channel frames are continuously transmitted/received through the remaining LAPB link without disconnecting any packet call and when all the LAPB links are cut off on any one side, duplexing is switched to the opposite side. Then, a duplexing function is executed so as to perform processing through that LAPB link.

PROBLEM TO BE SOLVED: To make it possible to easily measure the laser beam width from a narrow laser beam width to a wide laser beam width and to simultaneously measure the single channel and multichannel laser beam widths by using a light having a frequency moved by induction Brillouin scattering in an optical fiber. SOLUTION: A first optical coupler 11 branches the light signal from a laser 10 to two signals and outputs these signals to an optical amplifier 12 and a second optical coupler 15. The optical amplifier 12 outputs the signal through an optical circulator 13 to the optical fiber 14 so that the induction Brillouin scattering can be induced within the optical fiber 14. The optical circulator 13 introduces the light to a second optical coupler 15 while minimizing the loss of the light. The second optical coupler 15 accepts the light of the moved frequency outputted from the C terminal of the optical circulator 13 at its input, accepts the original light signal to be measured from the first optical coupler 11 and generates howling by both. A photodetector 16 converts this signal to a howling spectral electric signal, outputs the signal to an analyzer 18 and measures the spectral width via a howling amplifier 17.

SOLUTION: This similar word retrieving method utilizing point is composed of a stage for inputting an input key to be retrieved to an input part 10 while utilizing an input device, stage for calculating the point of a comparison object word by matching the input key with the comparison object word stocked in a stock part 13 through a calculation part 11, stage for sorting the comparison object words, of which the points are calculated in the calculation stage, by point rankings at the calculation part 11, and stage for displaying the sorted words by point rankings at an output part 12. Then, when constructing a data base, the point is applied for the unit of spelling or syllable in data and data are displayed in order from the highest point so that the exact input key can be retrieved.

SOLUTION: Controlling a rate of change in a transmission rate of each variable transmission rate data transmission service or the like within a limit of not deviating the concept of the existing variable transmission rate service can predict an idle transmission capacity available in the communication system in order to predict data traffic of the variable transmission rate data transmission service or the like the data traffic of which cannot actually be predicted and utilizing the idle capacity to transmit data can effectively utilize the transmission capacity of the system.

SOLUTION: This vehicle navigation device, using short-distance high-speed communication device, is provided with a traffic information service part 100 for generating actual time traffic information; a road-side communication part 200 for collecting vehicle information necessary for the generation of the traffic information and generating road side communication information; a remote connection control part 300 for receiving the traffic information from the traffic information service part 100, followed by transmitting to the road side communication part 200, and receiving the vehicle information and road side communication information from the road side communication part 200, followed by transmitting to the traffic information service part 100; and a terminal part 400 for generating the vehicle information and displaying the traffic information and the positional information of the road-side communication part 200.

SOLUTION: The remaining portions excluding the V-groove forming regions of a silicon substrate 90 are etched to a specified thickness. A planatarized mask material film 98 is formed on the silicon substrate 90. Mask patterns for etching the V-grooves are formed by etching back the mask material film 98 in such a manner that the silicon substrate 90 is exposed. The silicon substrate 90 exposed to the extent of exposing the side walls of the mask patterns is etched. The silicon substrate 90 exposing the mask patterns by etching barriers is subjected to wet process etching, by which the V-groove are formed.

PROBLEM TO BE SOLVED: To decide a more suitable quantization parameter to an input image by deciding a quantization coefficient so as to match the application degree of a buffer and the characteristic of input video through the change of a QP bit rate table value based on a quantization coefficient (QP) and produced bit quantity and allocating an adaptive bit to each macro block. SOLUTION: When quantization is performed in an intra-mode by using an encoder, a video frame to be inputted is divided into a macro block unit and each block unit is quantized from a discrete cosine converter (DCT) 1 through a quantizer 2. This signal is encoded in an encoder 5 and after that, it is stored in a buffer 6 and is outputted to a connection network. Accompanying it, an intra QP bit rate table 4 is changed based on a QP after being encoded and produced bit quantity and the buffer 6 is added or subtracted only by difference between value outputted through a channel and value inputted through a source encoder. PROBLEM TO BE SOLVED: To provide an waveguide photoelement having at least exceeding two positions of regions with dissimilar energy band gap quantum well layer and its manufacture. SOLUTION: An InGaAs cap layer laminated on a quantum well layer 13, whereon at least exceeding a pair of InGaAs and InP layer is laminated after the formation of an SiO2 coating layer, is annealed at high temperature so as to form a band gap energy conversing region wherein the energy band gap in a specific region of the InGaAs/InP quantum well layer 13 is converted. Through these procedures, an waveguide photo element having dissimilar energy band gap quantum well layer laser-oscillating in different wavelength can be manufactured.
