Abstract: Disclosed are a device and a method for balancing a battery voltage. The device for balancing a battery voltage comprises: multiple first capacitors which are respectively connected, in parallel, to multiple batteries that are connected in series; a discharging unit which is connected to the first capacitors through a switching apparatus and is selectively connected, in parallel, to each of the first capacitors; a measuring unit including a second capacitor which is connected to the discharging unit in parallel, and a voltage measuring circuit which is connected to the second capacitor in parallel; and a control unit to control the switching apparatus at the same time opening a connection switch so that the second capacitor can be selectively connected to the first capacitors, measure a voltage of the second capacitor through the voltage measuring circuit, and control the switching apparatus at the same time of closing the connection switch and separating the voltage measuring circuit in a voltage imbalance so that the battery having a relatively high voltage can be connected to consumption resistance to balance the voltage.
