Abstract: The present invention relates to a heat control plate for battery cell module and a battery cell module having the same which maintain appropriate temperature for a battery regardless of changes in the user environment so as to prevent battery performance from deteriorating. To this end, the present invention comprises: an insulating sheet composed of an insulator as an interfacial part which is inserted between layers of battery cells; high thermal conductive sheet which is deposited on both surfaces of the top and bottom parts of the insulating sheet; and phase transition composite materials which are inserted into both surfaces of the top and bottom parts of the insulating sheet and are adhered to the inner side of the high thermal conductive sheet.
