Abstract: PROBLEM TO BE SOLVED: To obtain a cosmetic capable of efficiently improving a flabby skin in a short time and not causing problems such as skin irritation, etc., by including an astringent agent and a blood circulation promoter. SOLUTION: This cosmetic contains (A) an astringent agent and (B) a blood circulation promoter. Preferably fucus, ginseng, peach kernel, Anthemis nobilis, Ginkgo biloda or their extracts are used as the component A and tocopherol nicotinate, linden essence or horse chestnut essence as the component B. The formulated amount of the component A is 1-5 wt.% in the cosmetic and that of the component B is 0.01-3 wt.%. Preferably the addition of granule increases a massaging effect and improves a bettering effect on a flabby skin. Preferably the simultaneous addition of an oil agent for producing the skin with a glossy feeling, a bleaching agent for improving stain, etc., and a sebum secretion inhibitor improves a bettering effect on a flabby skin. Isotridecyl isononanoate or the like is preferable as the oil and kojic acid or the like as a bleaching agent.

The plant extracts include the extracts of Swertia japonica Makino, Hypericum, Ginkgo biloba L., Arnica montana L., Hamamelis virginiana L., Aesculus, Zanthorylum piperitum DC., rice embryo bud oil, Eugenia caryophyllata thumb., etc. The acidic heteropolysaccharide assists the persistence and penetration of the blood circulation-promoting agent into skin, improves the slippage of the skin on its massage, and prevents and improves the deterioration of the tension and elasticity of the skin, the darkening of face color, etc., due to the irregularity of the blood circulation.

Abstract: PURPOSE:To enable to control easily at the time of measurement the temperature of a part to be examined only and to make it possible to measure the blood flow simply and easily avoiding errors by providing a skin cooling section with a thermoelectric cooling device to cool the part to be examined and a control circuit to set and control the temperature of skin to be cooled by such device at a specified temperature. CONSTITUTION:The blood flow meter is provided with a blood flow measuring section and a temperature control section B to control the temperature of the part to be examined. The temperature control section B is constituted with a skin cooling section B1 and a control circuit section B2 to control the temperature at which the part to be examined is cooled by such section B1. The skin cooling section B1 is equipped with a thermoelectric cooling device 8, a heat sink 9 made of a porous metal and a fan 10 to accelerate the heat radiation. The control circuit section B2 is equipped with a temperature setter 12 to set the cooling temperature and a comparator 13 to memorize the set temperature, where it is structured so that the comparator 13 compares the temperature detected by the temperature sensor 11 with a temperature set by the temperature setter 12 and when there is a difference in such temperatures, the part to be examined is cooled to the set temperature by controlling the electric current of the thermoelectric cooling device 8.
