The normal channel is formed to transfer hydrogen gas to the pressure control actuator from the solenoid valve for starting/stopping. The water heat-exchanged in the heat humidifying exchanger is reused for cooling the recirculation blower. The coolant used in the recirculation blower rises in temperature by an operation of the blower and joins the water coming from the water separator.
