    Abstract: The present invention relates to a technology for suppressing the spread of a vibration or a shock due to blasting generated in a tunnel excavating process and more specifically, to a water jet nozzle actuator for forming an outermost free face of a tunnel for suppressing a noise and a vibration by forming a free face when a tunnel is excavated by using a frame having an assembling form, and a water jet nozzle mounted on the frame supported by a hydraulic jack. According to the present invention, a water jet nozzle actuator for forming an outermost free face comprises: an assembling type frame having a form corresponding to an excavating target side of an arch form designed in a tunnel excavating cross section; a combination member for fastening for assembling the frame; multiple hydraulic jacks installed on the frame at uniform intervals and attached and fixed to a ceiling side of the tunnel excavating cross section; and a water jet nozzle for spraying an abrasive mixed with water for cutting a tunnel free face while moving along the frame. According to the present invention, nozzle damage and an error caused by the shaking of an excavating device are prevented when a nozzle cuts inside a free face with a water jet tunnel excavating device for suppressing a noise and a vibration by forming a free face when a tunnel is excavated using a water jet, and vibration is not spread to a ground surface when blasting by forming an accurate cross section.
