    Abstract: PROBLEM TO BE SOLVED: To provide novel polymers containing carboxyl groups and polyalkylene ether side-chains. SOLUTION: The water-soluble or water-dispersible polymers containing carboxyl groups and the side-chains represented by formula (I) is obtained by radically copolymerizing the polymer having carboxyl groups on the monomers to be polymerized, 3 to 50 wt.% of an ethylenic unsaturated monomers A selected from the group consisting of ethylenic unsaturated 3-6C mono-carboxylic acids and their salts, 50 to 97 wt.% of an ethylenic unsaturated monomers B bearing the side-chains of formula I in the presence of 0.1 to 50 wt.% of a phosphorus-containing compounds such as phosphinic acid or phosphonic acid.
