    Abstract: PROBLEM TO BE SOLVED: To control access to an uplink link so as to prevent increase of failed access of subscriber's terminals to a radio communication system. SOLUTION: To easily maintain the target performance an uplink and a desired service area map of the uplink, and control an access by a subscriber terminal 24 to the radio communication system 11, a radio communication system 11 measures a first and a second performance indicator for the uplink to a base station 10 which the subscriber terminal 24 is searching for so as to access. A blocking threshold is established based on the second performance indicator. The radio communication system 11 determines whether or not to allow access by subscriber terminal 24 based on a comparison between the measured first performance indicator and the established blocking threshold.

    Abstract: PROBLEM TO BE SOLVED: To provide a call blockade start method in call reception control in a radio system. SOLUTION: In a method for starting call blockade in response to a pilot fraction as a call quality measurement value in a base station 200 in a radio system, a sampling square integral circuit 202 obtains a power level based on a current time length, a sampling square integral circuit 204 obtains a power level of a pilot based on the current time length and the both the power levels are fed to a 1st averaging element 210. The 1st averaging element 210 decides a mean pilot fraction based on the current time length from both the power levels. The comparator 220 compares the mean pilot fraction and a pilot fraction blockage threshold value and a controller 240 uses a call reception program to start call blockade in response to the case that the mean pilot fraction is smaller than the pilot fracture blockage threshold value. A frame error rate may be used in place of the pilot fraction for a call quality measurement value.

    Abstract: PROBLEM TO BE SOLVED: To provide a method for permitting an MS(mobile station) to automatically resume a call when the MS loses communications with a base station(BS). SOLUTION: The MS monitors signals from other BSs while it communicates with a BS. The signals are measured and the strength of the signals received from BSs in the reception-possible area of the MS is decided. When MS loses a traffic channel being used for communicating voice or data with the BS, the MS tries a contact with another BS. The BS that the MS selects to contact has the strongest signal which the MS monitored previously. When the MS makes contact with the new BS, the MS requests a hand-off from the BSs with which contact is lost to another BS supplying communication services to the MS. New traffic channels are allocated to the MS with BSs on the basis of the MS request and the measurement value of the signal strength of other BSs which were included in the hand-off request of the MS.

    Abstract: PROBLEM TO BE SOLVED: To solve the problem of the deterioration of communication quality accompanying traffic increase. SOLUTION: Other output level measured values such as the output level of the set of signals are used instead of the pilot ratio of a forward direction link or by being added to it so as to adjust the output level of the set of the signals. The output level of the set of the signals is changed by a method including scaling by a scaling factor or the increase of the output level by a fixed or variable amount. The output level measured value of the set of the signals is obtained during a present period and the scaling factor to be used in the next period is decided by using the output level measured value. The scaling factor is obtained from a lookup table based on the output level measured value. In the case that a cell provided with a base station 200 is provided with some sectors, the output level of the set of the signals in the sector is adjusted when the output level measured value in the sector indicates that the output level is to be adjusted.

    Abstract: A method that changes the power level of a set of forward-link signals, independent of the individual power control of each of the forward-link signals in the set, responsive to a comparison of the signal set's power level and a threshold power level (P th ). The threshold power level (P th) is based on the base station's (200, 400) amplifier's (15 0) maximum threshold power level. The power level of the set is changed by scaling it by a scalin g factor. The total power level (P[n-1]) of the set is obtained during a current frame, and then the scaling factor (g[n]) that will be used in the subsequent frame is determined. The scaling factor (g[n]) is preferably based on the total power level (P[n-1]) of the set for the curren t frame, a scaling factor (g[n-1]) used during the current frame, and a threshold power level ( P th). The amount by which the total power level exceeds the amplifier's maximum continuous power level is the overload amount. The scaling factor is selected so that for each frame the overload amount is reduced by a percentage. For example, the overload amount can be reduced by 3% for the current frame, then the percentage may be changed for a subsequent frame based on th e scaling factor of the current time period and the overload amount of the subsequent time perio d. The set caninclude all of the signals amplified by the base station's amplif ier (150); alternatively, the set can include fewer than all the signals generated by the base station. For example, the set can include a plurality of the traffic signals, or a plurality of the traffic signals and one or more of the control signals. When the base station includes a plurality of amplifier s, each for amplifying a set of signals, the above process can be performed for each of the sets of signals.
