Abstract: PROBLEM TO BE SOLVED: To control access to an uplink link so as to prevent increase of failed access of subscriber's terminals to a radio communication system. SOLUTION: To easily maintain the target performance an uplink and a desired service area map of the uplink, and control an access by a subscriber terminal 24 to the radio communication system 11, a radio communication system 11 measures a first and a second performance indicator for the uplink to a base station 10 which the subscriber terminal 24 is searching for so as to access. A blocking threshold is established based on the second performance indicator. The radio communication system 11 determines whether or not to allow access by subscriber terminal 24 based on a comparison between the measured first performance indicator and the established blocking threshold.

Abstract: PROBLEM TO BE SOLVED: To remarkably reduce reaction delay by determining whether or not each backward link data packet received from a first base station is to be contained in the reconstituted frame of backward link data through a data selecting function part on the basis of at least one of assigned time lag and assigned sequence number. SOLUTION: A forward link RLP transfer function is executed by a method distributed to a forward link RLP (BE/RLP) in the base station and a forward link RLP transfer function (FS/RLP) in a selective frame distributing function element. The FS/RLP function element divides incoming forward link data into RLP data unit size and assigns serial original RLP numbers to each segment. Continuously, the FS/RLP function element transfers the forward link data to the BS/RLP function element together with this serial number information. Physical layer framing is performed by the BS/RLP function element.

Abstract: PROBLEM TO BE SOLVED: To provide a hierarchical cell layer system that can effectively utilize a frequency resource. SOLUTION: In an embodiment, when a mobile unit is connected to a cell of a first cell layer, a timer is started, and when the mobile unit is disconnected from the cell, the timer is stopped. An interlayer handoff system decides whether the mobile unit is to be served by other cell layer, depending on the time when the mobile unit stays in the cell of the first layer or on its function. For example, a network compares the value of the timer or its function with a threshold, so that number of handoff times is at a level or lower at each cell layer.

Abstract: PROBLEM TO BE SOLVED: To disclose a method that uses transmission power information so as to decide a data rate thereby integrating a voice service and a data service on a same frequency channel in which the available transmission power information indicates an amount of transmission power available for future data transmission on one data channel or more. SOLUTION: A transmitter or a base station transmits an available power message denoting a quantity of available transmission power to a mobile phone for a prescribed future time via a forward link. The mobile phone performs signal-to-interference measurement corresponding to the received forward link and the received interference and decides a data rate supported by the mobile phone by using the signal to interference wave and the available power message. The decided data rate corresponds to a maximum data rate at which a minimum level of quality of service can be achieved at the mobile phone.

Abstract: PROBLEM TO BE SOLVED: To provide a method for promoting the maintenance of a performance target of an inverse link by deciding the time when a request at a high transmission rate is permitted for a mobile station having an access to a communication system at present. SOLUTION: The method for deciding the time when a mobile station can have an access to a high transmission rate includes the acquisition of a 1st estimated performance indicator and a 2nd estimated performance indicator with respect to an inverse link of a base station to which the mobile station accesses at present. A blocking threshold (32) is established. Accessing at a requested high transmission rate is conducted on the basis of comparing the 1st indicator and the 2nd indicator with the established blocking threshold. In the case that an access at a requested high rate is rejected, an access at a 2nd higher rate not deteriorating the performance of the wireless communication system is permitted.

Abstract: PROBLEM TO BE SOLVED: To provide a system that can deal with a rapid increase in an interference state by taking the effect on entire system performance into account. SOLUTION: A power control processor 24 in a transmitter-receiver 20 of a base station 10 receives a plurality of measured values from a receiver demodulator unit 22 and uses it to detect a symptom of an increased interference state and to generate a power adjustment command to each mobile terminal handled by the base station. Furthermore, the power control processor 24 utilizes the power control algorithm on system reference or power centralization basis when detecting an increased interference state. Thus, the entire system quality can be maintained by deteriorating call quality of each mobile terminal.
