    Abstract: PROBLEM TO BE SOLVED: To prepare a highly stable water-in-oil type emulsion giving refreshing feeling rather than oily feeling when applied to the skin despite containing oily phase. SOLUTION: The water-in-oil type emulsion is such one that >=80 wt.% of an aqueous phase, a dimethicone polyol containing no oxypropylene-modified group but containing oxyethylene-modified group alone and a dimethicone polyol as the emulsifier in the weight ratio of the oily phase to the emulsifier of >=5 is incorporated in a physiologically acceptable medium. The emulsionform composition is characterized by having 0.15 Pa.s (1.5 p) to 20 Pa.s (200 p) viscosity at a shearing rate of 200 s-1 and 25 deg.C determined by using a Rheomat 180 viscometer. The composition has liquid or creamy appearance, having specific hydrodynamic characteristics; the shearing rate of this composition alters with time, and in particular, when applied to the skin, it is demulsified, rapidly releasing the aqueous phase, thus resulting in producing significant refreshing feeling.
