The storage unit stores a standard table in which a standard RPM is recorded corresponding to a driving torque. The motor RPM measuring unit measures the RPM of a motor in the R-MDPS system. The driver toque measuring unit measures the driver torque generated by rotation of a steering handle due to the operation of a driver. The control unit determines the slip generation based on the standard stored in the storage unit.
