A tetraalkylammonium hydroxide such as compounds wherein the alkyl group is methyl group, ethyl group, propyl group or butyl group may be cited as the organic strongly alkali substance and a salt of the tetraalkylammonium hydroxide and formic acid, acetic acid, propionic acid, butyric acid, carbonic acid or bicarbonic acid as the weakly acidic salt of the organic strongly alkali substance.
