CONSTITUTION: A flow rate control system for heating and cooling the inside of a vehicle comprises a four-way valve(20). The four-way valve is connected to an air conditioner through a connection pipe, and selectively switches the flow direction of fluid. An electric load device(10) is connected to a radiant device(30). The four-way valve comprises an inlet, a first discharge port, a second discharge port, a bypass pipe, a stator, and a rotator. Coolant from the electric load device flows into the inlet. The first discharge port discharge the fluid flowing into the inlet to the radiant device. The second discharge port transfers the fluid from the four-way valve to the air conditioner. The bypass pipe is linked to the outside to remove negative pressure generated from the four-way valve. The stator is fixed to the lower part of the four-way valve. The rotator is rotationally inserted into the center of the stator.
