Use of water-soluble or water-dispersible polymer by polymerization, comprising 99.99-10 wt.% of at least one alpha ,beta - ethylenic unsaturated compound with at least one cationogenic and/or cationic group per molecule, 0-90 wt.% of at least one of different monoethylenic unsaturated amide group containing compound, 0.01-5 wt.% of cross linker, 0-15 wt.% of at least one monoethylenic unsaturated compound containing at least one group of 5-30C alkyl substituted group, 5-30C alkenyl, 5-8C cycloalkyl, aryl, aryl alkyl and hetaryl, and/or a reactive precursor, 0-30 wt.% of further different monoethylenic unsaturated compound and 0-70 wt.% of a polyether containing compound, where the polymerization is carried out in the presence of less than 69 wt.% of cyclohexane and less than 12 wt.% of water, and the absence of carbon dioxide for modification of the rheologic aqueous composition. Independent claims are included for: (1) a water-soluble or water-dispersible polymer; and (2) a cosmetic or pharmaceutical agent comprising the water-soluble or water-dispersible polymer.
