    Abstract: Delays on a common radio communications channel employed by plural mobile stations to communicate with a base station located in a corresponding geographical cell area are minimized by adapting transmission power based on traffic conditions. For lower traffic loads, a higher transmission power is permitted. For higher traffic loads, a lower power level is set. A transmit power level is determined using a desired signal ratio, such as a target CIR, a transmission path loss over the radio communications channel, and an interference value. One or more adaptive power parameters are also employed in that determination to adapt the open loop power control based on one or more current communications conditions and/or characteristics of the mobile station. For example, an adaptive power parameter may be a function of a current interference in a base station cell either alone or in combination with a current interference in one or more neighboring cells. The adaptive power parameter may also account for a type of data packet connection to be employed between the mobile station and the base station after random access, a mobile station's subscription, a current temperature of the mobile station, a current base station used by the mobile station, a current estimated path loss between the mobile station and base station, and/or other factors.

    Abstract: A radio network provides centralized load control in order to control uplink interference in a cell while at the same time permitting adaptation to fast channel variations. The radio network sends to a mobile terminal a percentage of time that the mobile terminal may transmit over a radio channel in the uplink direction to the radio network. The mobile determines a current or future condition of the radio channel and restricts uplink transmissions based on the received percentage and the radio channel condition. Transmissions are restricted to times when the current or future condition is favorable up to the percentage amount. Channel condition favorability may be determined by the mobile station, in one example embodiment, by comparing the radio channel condition to an average condition of the channel, such as a local or moving average channel condition. Also in an example embodiment, the mobile may determine a current or future channel condition using transmit power control commands received from the radio network.

    Abstract: The present invention provides event-based or driven reporting of mobile station measurements. A mobile station measures one or more radio-related parameters for one or more cells in a radio access network. The mobile station evaluates the measured radio-related parameter with respect to a predetermined condition or event and determines that the predetermined condition is satisfied or that the event has occurred. Based on that evaluation, the mobile radio sends a report to the radio access network. Accordingly, the occurrence of an event and/or the satisfaction of a condition triggers the sending of the report to the network. That way, the network receives the information so that it can take timely and appropriate action without sending outdated or redundant measurement reports that do not convey relevant or new information.
