    Abstract: Radio resources like spreading codes and transmission power are optimally allocated to various different types of radio channels supported in the cell including a specialized channel like a high-speed shared channel. One or more measurements made at the base station are provided to the radio resource manager. Such measurements include other-channel power, high speed shared channel code usage, high speed shared channel transport format usage, average active load on the high speed shared channel, empty buffer, excess power, and similar parameters that relate to a high speed shared channel. One or more of these reported measurements may then be used to access, allocate, and/or to regulate resources associated with the base station's cell.

    Abstract: The present invention relates to an arrangement and a method to render the handover-related signalling traffic in a Code Division Multiple Access (CDMA)-based communication system more effective by reducing the amount of handover-related signalling traffic that must be sent between user equipment and the network. The arrangement comprises, i.a., a delay unit at least in the user equipment or in both user equipment and an appropriate network unit. The method comprises, i.a., the steps of releasing a communication link to the radio base station of a candidate cell while keeping information about the neighbor cells of said candidate cell for a delay period that is indicated by said delay unit. Accordingly, if a communication link shall be re-established to said candidate cell, its neighbor cells are only retrieved if said a delay period has expired.

    Abstract: Interference and bit error rate measurements are made on the uplink (106) an d downlink (114) to determine communications quality. Mobile station mobile assited hand-off (MAHO) functionality is utilized to make the downlinke measurements. Following filtering, the measurements are evaluated (108) to identify potential candidates for reallocation. In one type of evaluation, when measured downlink bit error rate on a selected frequency is lower than a threshold and is worse than measured uplink bit error rate, then a better quality candidate is chosen to replace the selected frequency. In another ty pe of evaluation, when a best available candidate has better interference than a worst quality one of the selected frequencies, that best candidate is chosen to replace the selected frequency.

    Abstract: Each base station (14) in a cellular telephone system includes a signal strength measurement device (30, 32) operable to tune to and make signal strength measurements on not only the frequencies allocated to other cells, but also on its own allocated frequencies. Measurements (104) are made by the device on those of its own frequencies having idle traffic channels to obtain an indication of injected uplink interference. An interference penalty is then assessed (114) against the measured uplink interference for those frequencies having more than a threshold number (110) of idle traffic channels. The adjusted measurements for the frequencies allocated to the cell are then sorted (118) in relative order of idle traffic channel (adjusted) measured uplink interference from a least (adjusted) interfered frequency to a most (adjusted) interfered frequency. An idle traffic channel is then selected for assignment (120) at either call set-up or hand-off from the least (adjusted) interfered frequency.
